On your device. If iCloud Backup is on (Settings inside the app), they also sync privately to your own iCloud. I never see your data.
Make sure both devices are signed into the same iCloud account, iCloud Drive is on, and you have free iCloud storage. Syncing can take a little time after changes.
Open the app, go to Settings, and turn off iCloud Backup.
